Would wearing riding chaps keep my boots from rubbing the inside of my calf?

I went horseback riding the other day wearing my Ariat Legend boots under jeans. When I got off the inside of my leg was rubbed raw from the top of the boot rubbing against my calf. This happens when I walk for long periods with these boots too. Will wearing a pair of chaps over my jeans help with this, or are chaps only to help with rubbing from the saddle and stirrup leathers (I'm riding English)? I'm desperate to find a solution that doesn't require me wearing multiple band aids on the inside of my calves every time I ride. Also, the top of the boots keep catching on the saddle flap.
